Official Results of the 2005 Girard Special Question Election

Official results as canvassed by the Board of Canvassers on Friday, October 21, 2005 at 9:00 AM.

On the question:

Within the city of Girard, Kansas, shall sale at retail of cereal malt beverage in the original package be prohibited on Sunday and shall the sale at retail of alcoholic liquor in the original package be prohibited on Sunday and Memorial Day, Independence Day, and Labor Day.

No: 486 (73.30%)

Election Turnout Percentage: 39.00%

Clerk's Note: The result of this election means that beginning on November 15, 2005, Liquor stores, grocery stores, and convenient marts will have the option to sell alcoholic liquor (for liquor stores only) and cereal malt beverage (3.2 beer for convenience and grocery stores) in their establishments on Sunday and certain holidays. If you have more questions about the ordinance, time of operation on Sunday, or other questions please contact the City of Girard. Charter Ordinance Number 2005-01 was in question for this election as passed by the City of Girard earlier this year.

Clerks Note (2): This election was the first election in the history of Crawford County in which electronic vote tabulators were used. Three ES&S model 100 scanners were used in the centralized polling place of St. Michael's Catholic Church Hall in Girard. Many voters commented on how easy the scanners were to operate and how quickly it counted the ballot. The poll closed at 7:00 PM and the election results were fully tabulated, including advance voters, at exactly 7:11 PM. From polling place workers, to election judges, to members of the public, many were impressed with the ease of voting on the tabulating machines.

Clerk's Note (3): This election was the first in the history of Crawford County and the State of Kansas to use the Electronic Voting Information System of Kansas (ELVIS) as the sole election software. Crawford County, as one of 15 pilot counties for the new software which will be used in all 105 Kansas counties before the end of the year, was the first county in the state to run a full election using every aspect of the system. The staff of the County Clerk's election division trained diligently on the system to prepare for full implementation. The system had its difficulties in day-to-day operation, but each difficulty was a new learning experience. The staff of the Clerk's Office went above and beyond their duty in ironing out the kinks in the system which proved ultimately successful at the polling place. Election workers were most impressed with the ease of the new system in dealing with their poll books and the simplicity the system added to the election process.
